Senior Substation Commissioning Engineer and Technical Lead charged with establishing a new commissioning program that organizes and coordinates all activities associated with the installation and commissioning of substation equipment by company resources and contractors, including protection and control systems, transformers, circuit breakers, etc.  Responsible for creating and developing commissioning documentation for new equipment to be installed and for tracking and verifying that all new equipment is installed properly and can perform its function as designed while providing consistent processes and procedures and ensuring adequate quality control.  Location Albuquerque, NM

 

Responsibilities:
• Coordinate and oversee commissioning work performed by substation technicians, electricians and contractors while serving as lead commissioning engineer for all testing and commissioning functions
• Compiles and reviews written commissioning schedules and procedures for switching, energization, and isolation methods for testing and commissioning work
• Ensures newly installed equipment works to its specification
• Effectively multi-task and manage time in a dynamic environment; maintaining flexibility under changing demands
• Ability to understand big picture issues and place those in perspective with long-term goals and day-to-day work
• Meets critical due dates, including NERC compliance, while managing multiple priorities
• Promotes awareness and compliance with all relevant corporate policies
• Participates in reviews of misoperations or safety incidents including developing and implementing mitigation actions
• Liaises with project engineers, internal commissioning staff and contractors
• Supports safety culture and ensures safe working conditions
• Assists in engineering design reviews
• Conducts site observation and prepares field reports on the status and completion of projects with respect to compliance
• Familiar with regulatory and compliance requirements, construction practices and the latest equipment functional concepts
• Recommends necessary changes in company engineering and construction standards
• Ensures compliance with codes, rules and regulations, policies, and standards for all work completed, including meeting appropriate external requirements such as state and Federal agency requirements (NERC, FERC, WECC, etc.)

 

Qualifications:
• Bachelor’s Degree in Electrical Engineering, BSEE or similar, required; an advanced degree, MSEE preferred
• 5-7+ years of technical, hands- on commissioning experience in an electrical utility, including 2+ years’ experience as a lead commissioning engineer
• NETA test certification or equivalent is preferred
• Computer literate with proficiency in MS Office, including Word, Excel and Access or similar software.
• Knowledge of Enoserv RTS relay and equipment testing software, and AutoCAD and electronic drawing document management programs
• Excellent communication (verbal and written), strong interpersonal and project management skills
• In-depth understanding of protection and controls systems and substation equipment functional operation for transmission grid, distribution facilities, distributed generation and large scale generation interconnections
• Thorough knowledge and understanding of relevant state, federal, industry and company codes and standards related to construction, installation of and testing of substation equipment
